The NDIA has published its first summary report evaluating how recent NDIS reforms are playing out in the real world, and the results show a rocky start.
The report focuses on the early impact of two key changes: the introduction of formal NDIS support lists and new funding period rules. Participants have expressed growing uncertainty, with confusion about what’s covered, fears of losing access to therapies, and a lack of clarity from official channels. Even NDIA staff and providers struggled to confidently explain the reforms in the first few months.
There were also issues with the rollout of replacement supports—items from the “out” list that could still be funded in limited cases. Uptake has been low, and the process unclear, prompting the NDIA to establish a dedicated working group to improve it.
Despite these hurdles, the Agency reports a low number of non-compliant claims and is now working to strengthen internal training and communication.
The next report, expected shortly, will look more closely at how the changes are affecting participant outcomes and scheme sustainability.
