Proposed changes to the National Disability Insurance Scheme (NDIS) could significantly reshape eligibility, funding and participant support over the coming years, as the Australian Government moves forward with broader scheme reforms.

The proposed legislation introduces stricter eligibility criteria, including requirements for applicants to explore available treatment options before being considered permanently impaired under the scheme. The reforms also aim to clarify that NDIS funding should apply only to supports directly related to a participant’s qualifying disability.

Additional measures would give the responsible minister expanded powers to manage scheme spending, including the ability to adjust funding categories and support budgets across the NDIS. Proposed changes also include tighter oversight of providers, new fraud prevention measures and stronger administrative controls around claims and plan management.

The reforms remain under parliamentary review and continue to generate discussion across the disability sector, with providers, participants and advocacy groups closely monitoring how the changes may impact access to supports and long-term sustainability of the scheme.
