Needs assessments are set to change the way NDIS plans are created—shifting from participant-sourced reports to NDIA-led evaluations of what supports someone actually needs. These assessments are different from functional assessments and will guide new “framework plans” expected to roll out from late 2025.

The NDIA has already closed tenders for adult assessment tools and is seeking input on tools for children and specific support needs. A new 1,000-person workforce is also in development to carry out the assessments, with details about how assessment results will be turned into budgets still to come.

While timelines may shift due to the federal election, all NDIS participants are expected to transition to new framework plans over the next five years.
