The Australian Government has taken a major step toward transforming aged care services with the passage of the Aged Care Bill. Described as a “once-in-a-generation reform,” the new legislation places older Australians’ rights, safety, and dignity at the core of the system, ensuring they receive high-quality care and respect.

Set to take effect on July 1, 2025, the Act introduces a tougher regulatory framework, enhanced Aged Care Quality Standards, and a Statement of Rights. These changes aim to give older Australians and their families a greater voice in the care they receive, along with stronger protections to raise concerns and resolve complaints.

One of the significant highlights is the $4.3 billion Support at Home program, designed to help seniors live independently for longer. This initiative will provide faster access to services such as home modifications, assistive technologies, and essential support like cleaning and gardening—without caps. The program also ensures a more tailored approach to individual needs by increasing funding classifications from four to ten.

The Minister for Aged Care, the Hon. Anika Wells, emphasised the importance of this reform in creating a better future for older Australians. “The new Aged Care Act is the final piece of the puzzle to create a better way of caring for older people both today and into the future,” she stated. Minister Wells highlighted the government’s commitment to positive, lasting change and acknowledged the collaborative efforts of the newly established Transition Taskforce to prepare the sector for the July 2025 implementation.

In addition to home care improvements, the Act sets out new funding measures to strengthen the sector’s sustainability and encourage innovation. It builds on existing reforms, such as 24/7 nursing care, improved transparency around provider operations, and an $11.3 billion investment in aged care worker pay rises.

These changes align with the Albanese Government’s commitment to addressing 58 recommendations from the Royal Commission into Aged Care Quality and Safety, including its top priority: ensuring the dignity and rights of older Australians are upheld.
